Search and sales QR link API

Search is tenant-scoped: a supplier with applications.view searches its organization's pipeline and references; an applicant only their own applications. A rep link carries a token that attributes a submission to that person; an invalid token on submit is a 400. Without eligibility my-qr answers 403. Limits: reads 60 per minute, rotations 10 per hour (429). Responses are no-store.
